數(shù)字貿(mào)易 digital trade
中共中央辦公廳、國(guó)務(wù)院辦公廳于2024年11月28日發(fā)布的關(guān)于數(shù)字貿(mào)易改革創(chuàng)新發(fā)展的意見(jiàn)提出目標(biāo)，到2035年，可數(shù)字化交付的服務(wù)貿(mào)易規(guī)模占我國(guó)服務(wù)貿(mào)易總額的比重提高到50%以上。
China expects the digitally deliverable services trade's share of the overall services trade to exceed 50 percent by 2035, according to a guideline document to expand digital trade as the country moves to boost the sector's reform and innovative development, which was made public by the general offices of the Communist Party of China Central Committee and the State Council on November 28, 2024.

數(shù)字貿(mào)易是指以數(shù)據(jù)為關(guān)鍵生產(chǎn)要素、數(shù)字服務(wù)為核心、數(shù)據(jù)訂購(gòu)與交付為主要特征的貿(mào)易，是數(shù)字經(jīng)濟(jì)和高水平對(duì)外開放的重要組成部分。當(dāng)前，新一輪科技革命和產(chǎn)業(yè)變革深入發(fā)展，全球數(shù)字經(jīng)濟(jì)蓬勃興起，數(shù)字貿(mào)易正成為國(guó)際貿(mào)易發(fā)展的新趨勢(shì)和未來(lái)經(jīng)濟(jì)發(fā)展的新增長(zhǎng)點(diǎn)。2024年7月18日中國(guó)共產(chǎn)黨第二十屆中央委員會(huì)第三次全體會(huì)議通過(guò)的《中共中央關(guān)于進(jìn)一步全面深化改革、推進(jìn)中國(guó)式現(xiàn)代化的決定》提出：“創(chuàng)新發(fā)展數(shù)字貿(mào)易”。為促進(jìn)數(shù)字貿(mào)易改革創(chuàng)新發(fā)展，2024年11月28日，中共中央辦公廳、國(guó)務(wù)院辦公廳發(fā)布了關(guān)于數(shù)字貿(mào)易改革創(chuàng)新發(fā)展的意見(jiàn)。
意見(jiàn)提出的主要目標(biāo)是：到2029年，可數(shù)字化交付的服務(wù)貿(mào)易規(guī)模穩(wěn)中有增，占我國(guó)服務(wù)貿(mào)易總額的比重提高到45%以上；數(shù)字貿(mào)易基礎(chǔ)設(shè)施布局進(jìn)一步完善，適應(yīng)數(shù)字貿(mào)易發(fā)展的體制機(jī)制基本建立，數(shù)字領(lǐng)域?qū)ν忾_放水平大幅提高，與國(guó)際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則對(duì)接全面加強(qiáng)。到2035年，可數(shù)字化交付的服務(wù)貿(mào)易規(guī)模占我國(guó)服務(wù)貿(mào)易總額的比重提高到50%以上；有序、安全、高效的數(shù)字貿(mào)易治理體系全面建立，制度型開放水平全面提高。
意見(jiàn)從支持?jǐn)?shù)字貿(mào)易細(xì)分領(lǐng)域和經(jīng)營(yíng)主體發(fā)展、推進(jìn)數(shù)字貿(mào)易制度型開放、完善數(shù)字貿(mào)易治理體系、強(qiáng)化組織保障等方面提出18條舉措。具體包括：積極發(fā)展數(shù)字產(chǎn)品貿(mào)易、持續(xù)優(yōu)化數(shù)字服務(wù)貿(mào)易、大力發(fā)展數(shù)字技術(shù)貿(mào)易、推動(dòng)數(shù)字訂購(gòu)貿(mào)易高質(zhì)量發(fā)展、培育壯大數(shù)字貿(mào)易經(jīng)營(yíng)主體、放寬數(shù)字領(lǐng)域市場(chǎng)準(zhǔn)入、促進(jìn)和規(guī)范數(shù)據(jù)跨境流動(dòng)、打造數(shù)字貿(mào)易高水平開放平臺(tái)、積極參與數(shù)字貿(mào)易國(guó)際規(guī)則制定、深化數(shù)字貿(mào)易國(guó)際合作、加快構(gòu)建數(shù)字信任體系、加強(qiáng)數(shù)字領(lǐng)域安全治理、加強(qiáng)組織領(lǐng)導(dǎo)、健全法律法規(guī)和標(biāo)準(zhǔn)、建立完善統(tǒng)計(jì)體系、加強(qiáng)多渠道支持保障、加強(qiáng)知識(shí)產(chǎn)權(quán)保護(hù)及強(qiáng)化人才智力支撐。

面對(duì)新一輪科技革命和產(chǎn)業(yè)變革浪潮，我們要著眼長(zhǎng)遠(yuǎn)、把握機(jī)遇、乘勢(shì)而上，推進(jìn)數(shù)字化、智能化、綠色化轉(zhuǎn)型發(fā)展，共同強(qiáng)化科技創(chuàng)新和成果轉(zhuǎn)化，推進(jìn)數(shù)字經(jīng)濟(jì)和實(shí)體經(jīng)濟(jì)深度融合。要攜手完善全球科技治理，強(qiáng)化科技創(chuàng)新對(duì)綠色化數(shù)字化轉(zhuǎn)型和可持續(xù)發(fā)展的支撐，營(yíng)造開放、公平、公正、非歧視的科技發(fā)展環(huán)境。
Facing a new wave of scientific and technological revolution and industrial transformation, we should look beyond the horizon, seize the opportunities, and move along with the trend to promote transition to digital, smart and green development. We should jointly boost innovation and market application of scientific and technological advances, and push forward full integration of digital and physical economies. We should jointly improve global governance of science and technology, bolster support for green and digital transition and sustainable development through innovation, and build an open, fair, just and non-discriminatory environment for the development of science and technology.
