A regulation on glacier protection in the Xizang Autonomous Region will come into effect on Oct. 1, 2024, representing a significant achievement in the region's ecological and environmental protection legislation.

冰川是指地表上存在的，由降雪或者其它固態(tài)降水積累、演化形成并處于流動狀態(tài)的自然冰體。為了加強(qiáng)冰川保護(hù)，保障生態(tài)安全，促進(jìn)經(jīng)濟(jì)社會可持續(xù)發(fā)展，實現(xiàn)人與自然和諧共生，西藏自治區(qū)第十二屆人民代表大會常務(wù)委員會第十一次會議審議通過《西藏自治區(qū)冰川保護(hù)條例》（下稱冰川保護(hù)條例），將自2024年10月1日起施行。

冰川保護(hù)條例指出，冰川保護(hù)應(yīng)當(dāng)堅持山水林田湖草沙冰一體化保護(hù)，尊重冰川生態(tài)系統(tǒng)的自然規(guī)律，保持冰川原真風(fēng)貌，遵循科學(xué)規(guī)劃、統(tǒng)一管理、系統(tǒng)保護(hù)、合理利用的原則，妥善處理與冰川所在地經(jīng)濟(jì)社會發(fā)展、原住居民生產(chǎn)生活的關(guān)系。

冰川保護(hù)條例針對冰川所在地各級政府、有關(guān)部門關(guān)于冰川保護(hù)及其監(jiān)督管理等活動作出具體規(guī)定，實行冰川保護(hù)目標(biāo)責(zé)任制和績效評價考核制度，并針對違反條例規(guī)定的行為制定處罰措施。

截至2024年7月底，在西藏現(xiàn)行有效的133件自治區(qū)級地方性法規(guī)中，涉及生態(tài)環(huán)境保護(hù)的法規(guī)有31件，占比超過23%，生態(tài)環(huán)境保護(hù)法規(guī)制度體系不斷完善，為西藏筑牢國家生態(tài)安全屏障提供堅實法治保障。

On the new journey of building a modern socialist country in all respects, efforts should be made to maintain strategic resolve in advancing ecological progress and promote high-quality development in sync with high-standard protection. With a focus on carbon peak and carbon neutrality, the country should facilitate the gradual transition from dual control over the amount and intensity of energy consumption to dual control over the amount and intensity of carbon emissions.
